Withholding, drawing, and retention. Where a party against whom enforcement is sought fails to fulfill his obligations specified in a legal document according to a notice of enforcement, the people's court may withhold or draw an amount from his income sufficient for performing his obligations. Provided, however, that the necessary living costs shall be retained for the party and his dependent family members.
Where a people's court decides to withhold or draw the income of a party against whom enforcement is sought, it shall make an order therefor and issue a notice of enforcement assistance, and the party's employer, bank, credit cooperative, or any other entity engaged in savings business to which the notice is issued shall provide the assistance as notified.
