 (II) Basic principles of administrative reconsideration
 (2) The principle of fairness. The principle of fairness means that an administrative reconsideration authority should treat both parties involved in the reconsideration in a fair rather than biased manner when exercising the right of reconsideration. Administrative reconsideration is an activity to resolve administrative disputes, and fairness is its value and life for resolving disputes. Especially when resolving administrative disputes within the administrative system, emphasis must be placed on the principle of fairness. The application of the principle of fairness requires the reconsideration authority to deal with the relationship with the lower-level administrative authorities with reasonable discretion, rather than favoring lower-level administrative authorities intentionally or unintentionally, so as to truly reflect the supervision and control of the reconsideration authority over the lower-level authorities and correct various illegal and biased activities in administration.
