(II) Basic principles of administrative reconsideration
(4) The principle of timeliness. As a means of resolving administrative disputes within the administrative system, administrative reconsideration must comply with the general requirements of administration, including the requirements of timeliness. The requirements of timeliness mainly include the following aspects: ① A petition for reconsideration should be accepted in a timely manner; ② Any reconsideration case should be heard and concluded within the specified period of time; ③ A reconsideration decision should be made in a timely manner; ④ If a party to a reconsideration case fails to comply with the reconsidered decision, the reconsideration authority should promptly take measures therefor; If the administrative authority that has conducted an administrative action fails to comply with the reconsidered decision, the reconsideration authority should instruct it to comply with the reconsidered decision and impose or make a proposal to impose administrative penalties on the actor.
