The principle of convenience means that the reconsideration authority should take tailored actions as the case may be in all stages and steps of reconsideration to provide convenience for the people, so as to make the administrative reconsideration system as economical, practical, and effective as possible for the people to protect their legitimate rights and interests in their daily lives.
